The COMMITTEE:

noted the stalement by the Chairman extending a warm vwelcome to the Russian Delegation; further outlining the agenda of the NRC(SPS) meeting;

noted the statement by the Representative of the Russian Federation looking forward to a useful and comprehensive discussion.

NRC(SPS) ACTION PLAN 2010-2012

The COMMITTEE:

noted the statement by the Chairman referring to the very useful meeting held in Moscow in November 2009 on the NRC(SPS) Action Plan 2010-2012; further recalling that there was nq consensus yet on the Action Plan and looking forward to a constructive discussion as it was essential to agree on a common road-map and implement it as soon as possible;

noted the statement by the Representative of ihe Russian Federation that the past years' discussions had demonstrated good will and general interest in achieving common Russia-NATO goals; thanking all those who had contributed to the success of the NRC(SPS) Action Plan 2007-2009; recalling that there had been moments of disagreement, while emphasising that partnership was all about dialogue and the need to resolve difficult issues; providing information on the projects of the new NRC(SPS) Action Plan 2010-2012 and referring to the suggestion to include a social science dimension, as it would help to consider more seriously some soft threats to security; further suggesting presenting this new proposal at the next NRC(SPS) meeting;

noted the statements made in discussion expressing support for the ongoing Joint Review of 21s1 Century Common Security Challenges and recalling the importance of strong NATO-Russia co-operation in that context; further referring to the importance of the STANDEX Programme and the Eco-terrorism project;

noted the statement by the Lithuanian Representative proposing including a new project in the Action Plan on environmental risks in the region of the Baltic Sea;

noted the statement by the United States Representative underlining that the NRC(SPS) Action Plan 2010-2012 should be reviewed to take into consideration the new SPS Key Priorities;

noted the statement by the United Kingdom Representative on the need to receive additional information on the social science dimension and suggesting that a presentation on this issue might be the best way forward;

noted the statement by the Representative of the Russian Federation understanding the need for additional information on the social science dimension and suggesting the organisation of one or two seminars, before the next NRC(SPS) meeting, to discuss the proposal further with interested nations;

noted the statement by the Chairman welcoming the suggestion to hold one or two seminars to discuss the social science dimension in advance of the next NRC(SPS) meeting; further asking participants whether it would be possible to agree on the overall Action Plan at this stage;

noted the statements by the Italian, Danish and Norwegian Representatives expressing support for approving the Action Plan and underlining that the details of its Implementation could be discussed at the next NRC(SPS) meeting;

noted the statement by the United States Representative that he would not be able to approve the Action Plan at this stage and encouraging Russia to provide additional information on the projects, budgets and time lines; further recalling the need to reflect the new SPS Key Priorities in the Action Plan;

noted the statements by the Italian, Danish, Polish and Turkish Representatives underlining the importance of starting the work on the NRC(SPS) Action Plan and suggesting "provisionally approving it", or "approving it in principle", or "partially approving it" with particular reference to the STANDEX Programme which had already been agreed;

noted the statement by the United States Representative welcoming these suggestions, while emphasising that additional information would still be needed before approving the Action Plan; further affirming, however, that he would check with his national authorities which parts of the Action Plan could be agreed at this stage without any additional Information and that he would report back accordingly;

noted the statement by the Representative of the Russian Federation thanking nations for their support and welcoming the proposal by the Lithuanian Representative on the issue of environmental risks in the region of the Baltic Sea; further underlining that he would provide additional information on the NRC(SPS) Action Plan and highlighting the fact that the social science dimension was a powerful tool in the framework of the NRC(SPS) efforts in the fight against terrorism;

noted the concluding remarks by the Chairman underlining that nations were not far from reaching agreement, while acknowledging that additional work was still needed before being able to approve the NRC(SPS) Action Plan 2010-2012; referring to next steps and to the new proposals, and recalling the need to approve the Action Plan as soon as possible; further indicating that a new document would be circulated to nations including additional information on the NRC(SPS) Action Plan.

D. Workshop on Oil Spills - Risk Management and Decision Support Systems

The COMMITTEE:

noted the briefing by Mr. Salve Dahle, Director Akvaplan-niva, Tromse", Norway, and Head of Board Apn Barents, Russia, on the Workshop on Oil Pollution - Risk Management and Decision Support Systems which had been held; outlining the goals of the project and referring to the workshops held in the Republic of Komi, Russia, in September 2009, and in Tromsa, Norway, in January 2010; providing information on the results and recommendations; further asking for co-operation with the SPS on future work and for advice on how to go further to develop more projects;

noted the statement by the Chairman thanking Mr. S. Dahle for his valuable report.

REPORT ON THE PROGRESS OF THE STAND-OFF DETECTION OF EXPLOSIVES (STANDEX) PROGRAMME

The COMMITTEE:

noted the briefing by Mr. Pierre Charrue, STANDEX Programme Director, on the Status of the STANDEX Programme, referring to the outcome of the first operational executive board meeting in CEA/Le Ripault on 4 February 2010 for the effective engagement of the STANDEX programme, as well as to the current STANDEX members; outlining actions in progress; further pointing to the website which had been on line since 23 February, to current expenses and to some of the next milestones;

noted the statement by Ms. Penny Satches Brohs, Director London Office of the US Department of Homeland Security (DHS) - Science and Technology, underlining that the 800,000 dollars that the DHS had offered the previous year would be provided by the end of March 2010, expressing gratitude to all for their support, and recalling the DHS's support for the STANDEX Programme;

noted the concluding remarks by the Chairman thanking the DHS for its valuable contribution and underlining that this showed the tremendous support that was given to the STANDEX Programme; further welcoming the positive news from Mr. Charrue's presentation with respect to Germany's participation in the project.

NRC JOINT REVIEW OF 21ST CENTURY COMMON SECURITY CHALLENGES

noted that the input highlighting the major achievements within the framework of NRC (SPS) would be included in this document to be sent to the Ministerial meeting In Tallinn.

NEW PROPOSALS BY RUSSIA

Proposal on MultlCrisis Net-Centric Management

The COMMITTEE:

noted the briefing by Ms. Khokhlova, Executive Director of "CEFEY" Company and Representative of Russia at NATO RTO 1ST, on MultiCrisis Net-Centric Management; referring to crisis situations and to the need to provide global "seamless" interactivity to be able to resolve them simultaneously; pointing to the disadvantages of the traditional fragmented informational management systems and presenting the benefits of the Russian initiative for a new management system paradigm; further proposing to conduct the Advanced Networking Workshop in Moscow in the Autumn 2010, during which there would be a demonstration of the work of the GGG (Global Qnoseology Graph) environment;

noted the statement by the Italian Representative that the GGG technology was very interesting and underlining that he would contact Ms. Khokhlova as Italy would be prepared to offer its support with respect to the workshop;

noted the statement by the French Representative that the project seemed of interest, indicating that she would forward the presentation to the competent French authorities, and that she would then be able to inform Ms. Khokhlova whether France could send a participant to the workshop;

noted the concluding remarks by the Chairman that this was a very profound and interesting proposal; further welcoming the news that there was already one partner interested, as well as one potentially interested.

Proposal on Potential Co-operation in the Field of Telemedicine

The Committee:

noted the statement by the Chairman referring to his visit, together with Dr. Deniz Yuksel-Beten, to the telemedicine facilities in Moscow, which had been extremely interesting;

noted the presentation by Dr. Mikhail Ya. Natenzon, Deputy Head of the Working Group for Telemedicine of the ITU-D Sector of the International Telecommunication Union (ITU), on the "Schweitzer" project; underlining that this complex telemedicine system would provide medical assistance to populations in emergency situations and that it would be a Russia-NATO Partnership for Health and Life project; proposing telemedicine co-operation based on information and telecommunication technologies and use of Mobile Telemedicine Units (MTU); outlining the four levels, the suggested arrangement and the benefits of the proposed NATO-Russia telemedicine system; further expressing the hope that the SPS would be Interested by this project and suggesting the organisation of a number of workshops under the auspices of the SPS Committee;

noted the statement by the French, Norwegian and Romanian Representatives expressing interest in this project and underlining that they would check with their competent authorities whether their countries would be prepared to offer support in this area; further suggesting contacting the RTO as one of its panels was undertaking similar activities;

noted the statement by the Belgian Representative referring to both Russian proposals and indicating that she would check with her competent authorities whether Belgium would participate in these projects;

noted the statement by Dr. Mikhail Natenzon expressing gratitude to nations for their support; further referring to the recent events in Haiti and Chili, as well as in Indonesia in the past, and underlining the importance of assisting people in that context;

noted the concluding remarks by the Chairman that the best way forward would be a joint submission, with some NATO partners, for these series of workshops; referring to the positive reaction to the two Russian projects and underlining that this co-operation was a good example of how to move forward and that the NRC(SPS) was on the right track; further thanking the Russian Representatives for their presence at this meeting.

noted the statement by the Chairman that the next NRC(SPS) Committee meeting would take place in the Autumn 2010 ai NATO Headquarters and indicating that a date was still to be confirmed.

noted the closing remarks by the Chairman thanking the members for a very productive meeting; underlining that the NRC(SPS) Action Plan 2010-2012 had not been approved formally, but that the NRC(SPS) Committee was moving in the right direction; further indicating that a revised version of the Action Plan would be circulated to the members for approval under a silence procedure, taking into consideration the statements made in discussion, as well as the new SPS Key Priorities, (Signed) Jean-Francois Bureau.
